I have read WP:NOT dozens of times and have not identified any criteria that would not justify retention of this article. This is not an indiscriminate collection of information, it is part of a carefully planned effort at Wikiproject:New Jersey, an effort to expand the scope of information about new Jersey, an effort that has resulted in articles for every one of the 40 State Senators and 80 General Assembly members, and those for most Freeholders. Mr. Kelly is one of five members of the Ocean County, New JerseyBoard of Chosen Freeholders, the body that administers a county with over 500,000 residents. Mr. Vicari is one of at least 50 New Jersey Freeholders with Wikipedia articles, which can be reviewed at Category:New Jersey County Freeholders. This article is lacking in basic biographical information. Not even the subject's date of birth is given. Nor is info about his background or education provided. A reader unfamiliar with local politics wouln't know why this article is included in an encyclopedic work, or why the facts presented are relevant.
