PM or Premier[edit]

Was Robertson Premier of NSW, or Prime Minister? According to at least one of the monuments around Sydney, he was PM, which makes sense as it was before Federation. All other Wikipedia articles seem to call him Premier, and similarly with other pre-Federation leaders, so it affects a great many articles other than this one. The monument may well be wrong... http://trove.nla.gov.au/ndp/del/article/30580523?searchTerm=&searchLimits=l-publictag=Robertson+Sir+John gives an article in the Queanbeyan Age of 1870 which describes his career in detail and consistently calls him Premier.
