Head of Government = President or PM?[edit]

Currently, this page (Heads of Government) lists the current and past Prime Ministers of Mozambique. The page for List of heads of state of Mozambique lists the current and past Presidents. The implication is that the Mozambique President is the Head of State, and the Prime Minister is the Head of Government.

However... the Commonwealth Secretariat Country Profile for Mozambique lists the President (currently Guebuza) as BOTH Head of State and Head of Government. The Prime Minister is appointed by the President.
