Tracts[edit]

This article is unclear. Are the building blocks of PUAs tracts or electoral wards? If it's the former, that should be made absolutely clear instead of confusing people by even mentioning electoral wards. There is no need to mention such a thing. Wards are a political division which seem to have no bearing on PUAs beyond the fact that wards are be the closet thing to tracts in size. Tracts are statistical divisions. PUAs, if I get the idea correctly, are comprised of contiguous urbanized tracts. That said, don't "bulit-up/urban areas" and "settlement" measurements also use tracts as their basic building blocks? --Criticalthinker (talk) 09:48, 10 December 2014 (UTC)[reply]
