Wording for "algorithm"[edit]

The article has the sentence

   "In the statistical learning theory framework, an algorithm is a strategy for choosing a function..."

Is this article really necessary?[edit]

This brings no information not present in other SVMs or regularization articles. Is it useful to have it?
