@Randy Kryn: The naming convention for articles on statues in Britain tends to be "Statue of X". See, e.g. Category:Statues in London and its subcategories. Ham II (talk) 12:48, 15 December 2018 (UTC)[reply]

@Belbury WP:COMMONNAME suggests that article titles should be what is most commonly used in the sources, which I think will be Pankhurst's name. The search box in the current vector 2022 skin is clever and will take readers directly to this article if you type in "Rise up women", even without that phrase being a disambiguation page.
