IMHO he meets {{WP:POLITICIAN under criteria 2 "Major local political figures who have received significant press coverage." as someone who holds office at 3 levels of local gov press coverage for him is "part of the enduring historical record"

That's the online record - his victory as the first elected councillor of the Monster Looneys (in a contested election) gained widespread print coverage at the time - does that not count?
