more readable formula - E[(k*cost1)^2]+E[cost2^2][edit]
would make more sense what's going on if it was writteng:
minimize { E[(k*cost1)^2]+E[cost2^2] }
instead of
minimize { k^2*E[cost1^2]+E[cost2^2] }
