This article is new enough and long enough. Either hook could be used, the hook facts having an inline citation which, being in Norwegian, is accepted in good faith. I have changed the word "institutions" in the hooks to "buildings" as being more correct. The image is suitably licensed and the article is neutral but I did not check for copyright issues because of my lamentable failure to understand Norwegian.
