Company Profile[edit]
Isthmus Bureau of Shipping, also known as ClassIBS, is an international classification society. The core work of the Society’s expert technical staff is to undertake surveys on vessels to ensure that the rules that apply to existing ships are followed, in order to ensure the safety of these vessels and the prevention of marine pollution. The rules cover hull structure, safety equipment, cargo handling gear, engines, machinery, and electrical and control systems.
In addition to its classification activities, ClassIBS conducts statutory surveys on behalf of third parties including State administrations, and verifies the safety management systems of ship-management companies and ships, in accordance with the International Safety Management (ISM) Code and International Ship and Port Facility Security (ISPS) Code.

The mission of Isthmus Bureau of Shipping (ClassIBS) is to serve the maritime industry by offering a dependable, flexible and cost-effective service, yet not jeopardizing our concern for the preservation of human life at sea and the protection of marine environment. The entrepreneurial spirit, professionalism, honorability and reliability of our work together with our quality policy are ClassIBS’ steady guidelines and commitments to the maritime community.
History[edit]
- 1995, ClassIBS commences operations by obtaining authorization to conduct surveys and issue all statutory certificates on behalf of the Republic of Panama, as per IMO and national regulations.
- 1997, ClassIBS obtains authorization by Belize (IMMARBE)
- 1999, ClassIBS also achieves full authorization from the Government of the Republic of Honduras
- 2000, is authorized by the Registry of Bolivia (RIBB)
- 2007, ClassIBS signs a General Cooperation Agreement with Vietnam Register.
- 2008, ClassIBS achieves authorization by the Maritime Authority of Jamaica.
- 2008, the Maritime Safety Administration of China authorizes ClassIBS to carry out surveys in China. Permission to initiate operations is achieved in 2011
- 2009, Ecuadorian Flag authorizes ClassIBS to perform Class surveys for their vessels.
- 2011, ClassIBS and Indian Register of Shipping sign a Cooperation Agreement
- 2011, ClassIBS becomes observer member of International Association of Technical Survey and Classification Institutions (TSCI).
Quality System[edit]
In 1996, ClassIBS was the first Panamanian organization within this field of work -and one of the first in Latin America- to obtain the ISO 9002:1994 quality system certification.
ClassIBS’ Quality Management System has been revised, and upgraded to the ISO_9001:2008 Standard.

Class Rules[edit]
ClassIBS has its own Rules for the Constructions and Classification of Steel Ships.
ClassIBS was the first organization in Latin America to produce its own Classification Rules, with registered copyrights in 2003.
Rules development process is considered by the ClassIBS society, as a fundamental process in its Quality Management System.
Inputs to the society’s Rules include among others, IMO conventional requirements, MSC circulars, and IACS unified interpretations.
In this direction, ClassIBS developed its set of Rules & Regulations, in line with recognized international standards.
The society’s set of Rules standards are updated as deemed necessary so as to embrace new technical requirements.
Statutory Certification[edit]
Statutory work is carried out in strict compliance with the IMO’s international conventions and codes, as well as per the national regulations of the Flag States, having authorized ClassIBS.
Major international conventions and codes directly relevant to the surveying and certification activities of ClassIBS include the following.

Port State Control[edit]
ClassIBS`s dedication to Quality Shipping as well as its commitment towards continuous Port State Control (PSC) improvement, signifies a major non-stop objective for the society. Several components were adopted to include:
- Upgraded contacts with the corresponding MOUs Secretariats
- Concrete actions to vessels having shown an increased detention ratio
- Improved monitoring process for each detention and especially to those attributed to ClassIBS by PSC.
- Thorough review of vessels previous PSC performance history (among others), prior deciding for vessel’s entry with ClassIBS class society.
- PSC Concentrated Inspection Campaigns (CIC) as applied by several MOU Authorities is also monitored.
- Reformation of ClassIBS Detention database
- As a result of the above, significant improvement over ClassIBS’s PSC statistics and performance has been witnessed for the past 3 years.
Areas in which ClassIBS operates[edit]
THERE IS A NETWORK OF SURVEYORS AROUND THE WORLD, CARRYING OUT JOBS ACCORDING TO THEIR QUALIFICATIONS AND EXPERIENCE.
Surveyors are aware of their responsibility to be up to date with regulations and thus they engage in trainings to this end. Technical Staff receives technical training to update their qualifications and regional are held with representatives or a regular basis
