Foley attended Xavier High School, graduating in 1988. During high school he scored 65 goals and had 47 assists breaking Jeff Bagwell's previous scoring record and still holds the school record. Rookie of the year 84, All Conference 84-87, All State, 86, 87, All New England 87. He then attended Stetson University where he played on the men’s soccer team from 1988-1993. He finished his college career with 33 goals, All TAAC conference player.
