He has also done story work on some the studio's short films, including Mike's New Car, Lifted, and Our Friend The Rat.

Jeff was born in Vergennes, Vermont, and began drawing at an early age. He illustrated his senior yearbook (the VUHS Blue and White), drew comics for his high school newspaper, and later for his hometown paper, the Vergennes & Vermonter.

Following high school, he was accepted at the California Institute of the Arts in Valencia, where he studied from 1984-1988, earning his B.F.A. degree in character animation.

His early animation career was in television - Ralph Bakshi's Mighty Mouse: The New Adventures, Tattertown, Houndtown, and a special based on Dr. Seuss' The Butter Battle Book. Later, Jeff worked at Warner Brothers Television Animation on Tiny Toon Adventures and Tazmania before moving on to Klasky-Csupo and The Simpsons.

In 1991, Jeff moved to northern California to learn computer animation, and work on television commercials in preparation to help Pixar's creative team develop Toy Story. He has been there ever since.
