Independent State of Croatia (1941-1945) was declared on10 April 1941 after the German occupation troops entered Zagreb. The ideology of Ustashe movement was based on racialist and extremist nationalist politics, modeled after the fascist movements in Europe. The chief policy of the Ustashe regime was the creation of an ethnically homogenous area in which there will be no place for the members of Serbian, Jewish and Roma minorities, as well as political dissidents, particularly Communists. This policy has resulted in systematic extermination of the indigenous Serb, Jewish and Romani population as well as of all political opponents, regardless of their ethnic origin.

The first mass crimes of the Independent State of Croatia and the Ustashe occurred at the very inception of its statehood, in the second half of April 1941. The crimes of lasted well until the end of the World War II.

The outbreak of the Partisan uprising in Croatia and Bosnia and Herzegovina decreased the intensity of the Ustashe crimes in certain regions of the NDH. This is especially characteristic of Eastern Herzegovina, Lika, Kordun and Bosanska Krajina, where the second half of August 1941, due to the outbreak of the uprising, the Ustasha visited less resulting massacres, and also lose intensity. Better organization of the partisan movement and the massive influx of fighters enabled the active resistance to the fascist formation and free territory. Strengthening of the partisan movement end 1941st and especially next year, in most regions of Bosnia and Herzegovina and Croatia reduced the intensity of the Ustasha crimes, although in 1942. also marked by a number of crimes.

From late April to early June 1941st Ustasha carried out the assassination of the selected male population, but usually not all men within certain communities and neighborhoods that have been exposed to their incursions, although in this period was notable exceptions (Gudovac, Blagaj). From early June to early August perform extermination of all men in the settlement that attack, although during this period there have been examples of collective extermination of entire families and communities, then, regardless of gender and age (Lower Suvaja, drum, etc..). From August Ustasha perform collective extermination of entire villages and communities, regardless of gender and age. This practice has greatly hindered the creation of a free liberated territory in the summer and fall of 1941, but the Ustasha during this period continued to deport the entire community in the camps, especially when it comes to the Jewish population.

Better organization of the partisan movement enabled the active resistance fašističkimsnagama and create a free territory. The Ustasha must now engage large forces to penetrate into the Serbian village, while they were in the summer 1941st succeed in doing it with fewer forces arrested the large number of residents who would then executed . However , in some regions where conditions are organizing the anti-fascist struggle was difficult (Srem, Slavonia, urban settlements, etc. . ) Or in regions that were exposed offensives Ustasha and German forces (Kozara, Kordun, etc.) Were recorded mass crimes and the mass deportation of the local population in the camps , which meant a very high loss of life. Also, during in 1942. notes the massive destruction of the Roma population than in the previous year. This refers to the collective deportation of Roma communities in the Jasenovac concentration camp. Likewise, during the 1942nd frequent the collective deportation of the population Serbian village of Bosanska Krajina, Slavonia and parts Banije and mass deportations from other regions in the Jasenovac camp, and continued in the deportation of the Jewish population in the camps, as well as the previous year.

Over the coming years, especially 1943-1945, partisan combat operations are transferred to areas inhabited Croatian people (Dalmatia, North Africa, etc.) And thus the armed forces ISC bind to a far wider area resulting in the reduction of the Ustasha intrusion into areas inhabited by serbian people. Joint fight Serbian and Croatian people against fascism has enabled the military crackdown on the ISC.
