RfC Draft[edit]

The United States Congress is currently considering the Stop Online Piracy Act (SOPA). Its stated purpose is to curb illegal copyright infringement and counterfeiting. Opponents of the legislation have raised concerns about the bill's methods, scope, and consequences. Several websites have planned blackouts or other protest actions on Wednesday, January 18th, the same day that internet and technology experts will be testifying in the U.S. House of Representatives.

Jimmy Wales and Sue Gardener have stated that the Wikimedia Foundation (WMF) would support a protest; there are no legal issues preventing the Wikipedia community from doing so.

This RfC proposes that on January 18th, from 9am to 9pm Eastern Standard Time (EST)), English Wikipedia will join in protest of SOPA by placing a click-through information page for all readers inside of the U.S. It will provide an explanation of why the protest is taking place, background on the bill and its perceived faults, links to further reading, and congressional contact information.

The RfC will run from Saturday (tomorrow) at 12:00am EST until 8:00am EST Monday morning. The RfC will be closed by a trio of uninvolved administrators, who will report their finding by 8:00am EST Tuesday morning.
