11/2005 Arizona Secretary of State certifies GEMS 1-18-24. "This voting device is approved for use with GEMS 1.18.24 and has completed Independent Testing Authority review, has been NASED qualified, and has been issued EAC System Number N-1-06-22-22-002."[1]
11/19/2005 Arizona Democratic Party issues a resolution regarding public oversight and transparency of Arizona elections, and to block purchase of DRE voting machines. This resolution was passed at the state committee meeting of the Arizona Democratic Party.[2]
1/3/2006 A special election is announced by the Arizona Pima County Board of Supervisors with a call for Pro/Con Arguments for the May 16, 2006 Regional Transportation Special Election[3]
5/16/2006 Regional Transportation Authority (RTA) bond election in Pima County, Arizona[4]
5/17/2007 Pima County Administrator C.H. Huckelberry requests investigation into allegations of potential election fraud during the 2006 Regional Transportation Authority funding election.[5]
7/2007 iBeta Final Report states "iBeta was unable to detect any manipulation of the 051606 event data across the multiple copies of the data discovered." Assumes no tampering of data at logged access times based on estimate that anyone altering the data would alter the log files. But "... discovered that the GEMS software exhibits fundamental security flaws that make definitive validation of data impossible ..."[6]
9/14/2007 Terry Goddard reports "The tests conducted by iBeta determined that no data was changed in this election."[7]
12/07 Judge Michael Miller orders release of the final database files for the 2006 Primary and General elections.[8]
1/8/2008 Pima County Board of Supervisors orders release of all 308 files for 2006 elections including the RTA special election.[8]
1/11/2008 Pima County Board of Supervisors releases files to recognized political parties.[8]
4/3/2008 Huckelberry's report on Election Procedures and Security submitted to the Pima County Board of Supervisors.[8]
6/2008 Pima County Treasurer Beth Ford writes a letter to all Pima County political parties and the Pima County Board of Supervisors, letting them know that she had to destroy the 2006 RTA ballots as required by state law.[9]
7/8/2008 Zbigniew Osmolski signs affidavit that states that Bryan Crane admitted to him in a conversation in a bar that Bryan Crane had fixed the RTA election on orders from his management.[10]
7/22/2008 Democratic Party Attorney Bill Risner writes an open letter to Attorney General Terry Goddard requesting manual ballot count. Letter contains substantial detail supporting request.[11]
7/22/2008 DeConcini, McDonald, Yetwin, and Lacy law firm represent Beth Ford, and asks Pima County Superior Court Judge Charles Harrington to determine the fate of the ballots.[9]
10/2/2008 Pima County Democratic Party offers investigative assistance to Arizona Attorney General into allegations of fraud in the Regional Transportation election.[12]
12/11/2008 Bill Risner, Democratic Party Attorney, sues to prevent scheduled destruction of 2006 ballots.[9]
1/9/2009 John Brakey and Jim March publish RTA vote fraud investigation report.[13]
1/29/2009 Harrington: Under Advisement Ruling RE: Pima County’s motion to dismiss second amended cross-claim and RE: Pima County’s objection to Democratic Party of Pima County’s supplemental citation of authorities.[14]

2/18/2009 Democratic Party attorney William J. Risner writes a substantial letter to Arizona Attorney General seting forth the details of the suspect 2006 Pima County special transit bond election and the ensuing 3-year history of investigation and alledged coverup. The letter has substantial citations.[16]
4/3/2009 Attorney General Terry Goddard orders Recount of Pima County special election funding Regional Transit Authority to start April 6th, 2009.[17]
4/16/2009 RTA vote-recount completed; state yet to release its findings.[18]
4/21/2009 Goddard: Pima County recount affirms 2006 RTA results.[19]
