W. Brian Martin is an economist in the State of Florida. [1] He has an M.B.A. focusing on economics and a B.B.A. in Finance. His work has on numerous projects around the state for both the public and private sectors. Mr. Martin concentrates on fiscal and economic analysis. His work involves fiscal and economic impact studies, forecasting, corporate finance, and expert testimony for litigation. The following discusses his experience and lists several projects in which he has completed. [2]

Recently, Mr. Martin completed an incorporation study for Lakewood Ranch. [3] The study concluded that Lakewood Ranch could become a viable community upon incorporation. In nearby Bradenton, Mr. Martin presented his econometric findings regarding the relationship between impact fees and construction activity to the Manatee County Commission. Mr. Martin concluded that the level of impact fees can have an adverse effect on the construction activity in an area. He concluded that lowering impact fees could provide an economic stimulus for an area. [4]

Economic Analysis of Florida Constitutional Amendment #5

Gave speeches, presentations, and participated on debate panels to present my findings on the economic and fiscal impact of funding Florida's public school system with sales taxes rather than property taxes.

Torrey Pines Institute for Molecular Studies

Designed an economic development impact fee so Port St. Lucie could fund construction of a building for Torrey Pines which allowed the city to provide the economic incentives necessary to attract this high tech firm to the area.

Fiscal and economic consulting for a 1.15 million sq. ft. open-air shopping center.

Mosaic Company’s Phosphate Mine in Hardee County

Provided the fiscal and economic consulting necessary for permitting a major phosphate mine in Hardee County, FL.

Plant City, FL Transportation Infrastructure Mobility Fee Provided the economic and fiscal analysis necessary for the creation of a transportation mobility fee in Plant City with proceeds being used to fund transportation infrastructure projects.
