You can't possibly stand on that. When someone makes over 100 blocks that is out of hand. That is not a personal attack. This sounds like one editor covering for another

it is obviously not possible to review that many blocks, let alone, give adequate explanations.

If an editor is blatantly vandalizing and not performing any useful edits, it's actually quite easy to review and make a decision. It's not worth with those editors to spend the time as they'll never be useful contributors, there are better things to do once you've stopped the problem.
