IP block exemption user right should only be applied to allow users to edit using an open or anonymizing proxies in exceptional circumstances, and they should usually be directed to the functionaries team via email. If you intend to give the IPBE user right, a CheckUser needs to take a look at the account. This can be requested most easily at SPI Quick Checkuser Requests. This is the discussion page for an IP user, identified by the user's IP address. Some IP addresses change periodically, and may be shared by several users. If you are an IP user, you may create an account or log in to avoid future confusion with other IP users. Registering also hides your IP address.
