This is first time here, please let me know what need to improve on my article.

Hi, and welcome to Wikipedia. Your article was deleted because you didn't establish that the subject, a particular type of software, is notable. Wikipedia is not an indiscriminate collection of information, so not everything under the sun is deserving of an article. That includes software, people, actors, musicians, etc. In order for articles to remain, the subject of the article must be notable. That is, they must be significant in some way as to draw attention from reliable independent sources. In your article on DynamicWeb you did not establish why the subject, DynamicWeb, is notable. And the only reference you provided was a general link to the Sarawak government, which doesn't tell us why "DynamicWeb" is notable. If you can't find any news articles or independent coverage of DynamicWeb, you will find it difficult to establish an article on Wikipedia. Hope that helps.
