No problem, the view that it isn't an artifact is one you can find if you search for it specifically, but is in a handful of papers and couched in terms of "might not be an artifact in all cases, in all species" Tim Vickers (talk) 16:23, 17 March 2008 (UTC)

It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve.
