Um, where's a project proposal?

That depends on exactly what you mean. If you want to propose a new WikiProject (a group of editors collaborating to improve a specific aspect of Wikipedia or its coverage), you probably want Wikipedia:WikiProject Council/Proposals. If you want to suggest a new project for the Wikimedia foundatoin to run (such as Wikipedia or Wiktionary), try meta:Proposals for new projects (note: this page is on Wikimedia Meta-Wiki, rather than Wikipedia itself). For making proposals generally, try the proposals village pump. The list of participants of the Pokémon WikiProject is quite sizable, however, there is no way to determine which of whom are active contributors to that project. All participants in the list have been moved to Inactive.
