Figueroa, Johnny R[edit]

Lieutenant Colonel (US Army, Retired) is a HQDA civilian leading the Army Armaments Research Development and Engineering Center (ARDEC) Operations Center. Johnny R. Figueroa, of Aguadilla, Puerto Rico is a 1989 distinguished Military Graduate, meaning he was in the top 10% of all ROTC cadets in the nation, from the University of Puerto Rico-Mayagüez and holds a Bachelors’ in Business Administration (Magna Cum Laude) from the Inter-American University of Puerto Rico, and a Masters in Science in Material Acquisition Management from the Florida Institute of Technology. He is currently pursuing a Doctoral in Management and Organizational Leadership with the University of Phoenix. His last uniform assignment was as Deputy Director for the Weapons and Software Engineering Center at Picatinny Arsenal. Prior to his 2008 arrival to the Arsenal he was serving as Chief, Sensitive Activities and Requirements Division for the Army Special Operations Command at Fort Bragg, NC. During his military service, Mr. Figueroa served with the 10th Mountain Division from 1990-1994 at Fort Drum, N.Y. As a member of the 10th Mountain Division, he performed duties as Company Fire Support Officer, Support Platoon Leader, Firing Battery Executive Officer, Battalion Logistician (S4), and Brigade Targeting Officer. After the Field Artillery Advanced Course he served with the V Corps Headquarters from 1994-1998. During this assignment he served as the V Corps Operations (G3) Individual training Officer and as the V Corps Special Troops Battalion Company Commander. After his selection to the Army Acquisition Corps he was assigned to the Armaments Research and Engineering Center (ARDEC) (1999-2003) at Picatinny Arsenal, NJ. , During this assignment he worked with Anti-Personnel Landmines Alternatives, non-lethal weapons developments, and as Assistant Project Manager for Combat Ammunition Systems. Figueroa’s military education includes completion of the Command and General Staff Officer Course, the Combined Arms Services Staff School, the Field Artillery Basic and Advanced Officer Courses, The Field Artillery Cannon Battery Officer Course, The Joint Firepower Control Course, Airborne, Air Assault, and Pathfinder Schools. Figueroa's military awards and decorations include five Meritorious Service Medals, the Army Commendation Medal, two Army Achievement Medals, the Good Conduct Medal, the National Defense Service Medal, the Humanitarian Service Medal, the Joint Meritorious Unit Medal, the Army Superior Unit Medal, the Parachutist Badge, the Air Assault Badge, and the coveted Pathfinder Badge. His foreign awards include the Royal Netherlands Army Parachute Badge and the Australian Parachutist Badge. His Acquisition Training includes the required training for the Department of Defense highest level certifications in Program Management, Operational Test and Evaluation, and Systems Engineering. The Project Management Institute certified him as a Project Management Professional (PMP) in July 2001.
