You're arguing semantics, the article isn't just about the piece of software, it's about the network of information that the software accesses to provide its service, not to mention the company that operates and profits from said service. There was nothing in the article indicating its importance or significance. It was a simple sentence describing what it is. --Closedmouth (talk) 13:35, 10 July 2016 (UTC)
It's still not web content, as the world wide web is not the same thing as the internet. As the article said " is an app that..." blah blah blah, it sounds like software to me. It also has coverage in reliable secondary sources, as given on the talk page. Adam9007 (talk) 13:40, 10 July 2016 (UTC)
