Hi Susu! Thanks for you welcome message, but as you can see from my user contributions and my user page am active in Wikipedia since at least 2006. Greeting to new users is a good idea, but perhaps you could focus on less user accounts, but more personal contact. This anonymous block of text gives the impression that people do not count on Wikipedia but only rules. Better pick a new user, have a look at his edits, correct some minor stuff that he made, and send him a personal greeting and concrete feedback.
