The material about the smell would be useful BUT need a very good reference for it. Do the refineries fail EPA regulations? They might not today but I bet they did in the 1970s!

As far as the KKK goes, unless they were a very big deal in the 1970s which I doubt, I would omit. Just existing is not newsworthy. I lived in a nearby city in the 1960s and they were not newsworthy then. Just a bunch of beer drinking rednecks. Who cares? Now if they lynched somebody in the 1920s or so, that would be newsworthy.
