Vugar Bayramov (Vüqar Bayramov in Azerbaijani) is an economist in Azerbaijan. He has a Ph.D. in economics. He was the visiting faculty member at Washington University, USA in 2003 and 2004. Vugar Bayramov is also alumnus of Austrian Leadership Programs [1].

As the chairman of The Center for Economic and Social Development, a leading economic think tank in Azerbaijan, Dr. Bayramov has conducted various research projects on both macro and micro economics in the areas of local government, municipality development, state budget transparency, etc.

Vugar Bayramov is the founder of the first think tank in Azerbaijan. The Center for Economic and Social Development, the first think tank in Azerbaijan, is the top think tank in South Caucasus and Central Asia [2]. His center has been ranked as the top think tank not only in Azerbaijan but also in the region by the University of Pennsylvania, USA [3].

His most recent papers were published in Japan (SPF Press), the Republic of South Africa (“Open Space” Journal) and the United Kingdom (University of Brighton Press) last year. He is the author of “Oil Revenues Usage Strategy in Azerbaijan”. Bayramov is also a lecturer at Azerbaijan State Economic University, where he teaches economics and finance courses.

Bayramov was the first Azerbaijani co-chair of EU Eastern Partnership Civil Society Forum. He has been also National Coordinator of the EU Eastern Partnership Civil Society Forum in Azerbaijan. He is a member of the Steering Committee of EU Eastern Partnership Program which includes 6 partner countries: Azerbaijan, Armenia, Belarus, Republic of Georgia, Moldova and Ukraine.

Bayramov is one of the most 500 influential Muslims in the world reported by The Royal Islamic Strategic Studies Centre (RISSC) in Jordan in 2010.


Biography

Bayramov was born on in Azerbaijan on June 13, 1975. He received his first university degree in Baku in Azerbaijan in 1997. His parents were educators at a secondary school. Vugar Bayramov obtained his master's degree from Azerbaijan State Economic University in 1999 and then Washington University in 2004. Dr. Bayramov is fluent in English, Russian, Turkish and Azeri; he can also speak French and Spanish. Vugar Bayramov is the chairman of the Center for Economic and Social Development, a leading economic think tank in Azerbaijan.

Regional activities

Bayramov is the author of Anti-Crisis Concept of Azerbaijan Republic where stated policy recommendations were adopted by the government. As one of leading economic experts in the region, Vugar Bayramov has been several times involved in developing state programs including anti-crisis programs by CIS Countries Governments.

Bayramov's papers have been published in several leading journals and newspapers in the world. He is very often invited to serve as a speaker in very prestigious global conferences. Many leading mass-media institutes including BBC, Izvestiya, Times, Voice of America and others have referenced Dr. Bayramov's comments and feedbacks on regional economic issues. Vugar Bayramov has been awarded with several medals by different countries governments. He was the first from Azerbaijan invited to attend the WTO 6th Ministerial Conference in Hong-Kong in 2005.
