I believe that signing off on a "Pending Change" has the effect of making the "Approver" equally culpable with the original poster for anything libelous or otherwise defamatory in that contribution and I for one will never ever be using that particular hat. Ah, the old leaf blower gambit. Unfortunately this can easily be countered. I tried this just last summer and the guy took a narrower, still extremely tall stovepipe hat out from under their hat proper, and they put it right on the nozzle of the leaf blower.
