Looking for 1929 paper[edit]

I'm looking for a copy of A. O. Austin, A Laboratory for Making Lightning (paper presented at the International High Tension Congress, Paris, 6-15 June 1929). I can't find it in JSTOR. I think https://ieeexplore.ieee.org/document/6534903 is talking about the right conference, but that's just the announcement that the proceedings will be published. What I'm looking for are the actual proceedings. RoySmith (talk) 00:39, 12 March 2024 (UTC)[reply]

After a protracted argument on the Dyson sphere talk page that seemed to be going nowhere, I decided to consolidate and restate the basic issues concerning this section in general, and one particular instance that has proven especially vexing, as I see them.
