@Rich Farmbrough: The ArchCom is the Wikimedia Architecture Committee which takes care of the software architecture behind MediaWiki. A shepherd is a role for RFC handling adopted from another project (Rust (programming language)), basically the assigned person "is responsible for keeping the discussion moving and ensuring all concerns are responded to."
