Scottish went into Russia as a mercenaries in XVII-XVIII cent. as well as founding a considerable number of the Scottish-Russian noble families. In time of Peter the Great's reforms Russia experienced innovations in governmental practices and the importation of foreign specialists, and many institutions of Russian government trace their origins to his reign.
