So far as I understand Mr.Sumner, he seems in favor of Congress taking fromthe Executive the power it at present exercisesover insurrectionary districts and assuming it toitself; but when the vital question arises as to theright and privilege of the people of these Statesto govern themselves, I apprehend there will belittle difference among loyal men. Upon Colfax going to him in person anddemanding the motive of his hostility, Mr. Blairwas so indiscreet as to give as a reason for his mSy,opposition that Colfax was running as a Chase Saw?1candidate.
