Прямоугольное полотнище с соотношением ширины к длине 2:3, состоящее из двух горизонтальных полос: верхней жёлтого цвета и нижней — синего цвета, в соотношении ширины полос 2:1, с двухсторонним изображением в центре жёлтой полосы красного степного орла, обращённого вправо и летящего к древку. Габаритная ширина изображения орла 1/3 от длины полотнища.
