The uploader sourced all four of these images from "May 27, 1997 Tornado Outbreak, Texas's Last E/F-5 Tornado: Then vs Now", a conference paper presented by NWS employees Jason Runyen and Jennifer Dunn to the Texas Emergency Management Conference June 1, 2022. (archived here) The uploader claimed that all four of these images are free of copyright because they were taken by a US federal government employee in the course of their duties. However:
