This image shows the KDE-mascot Konqi.
It is taken from http://www.kde.org/stuff/clipart.php
It is not absolutely clear under which license this image is distributed but I assume that it is the same as the official logo (LGPL).
Due to the KDE-Artist-Site (http://artist.kde.org/new/license.html archive copy at the Wayback Machine) they are licensed under the LGPL.
