Not replaceable with free media because (WP:NFCC#1)	Free photos of Rowland S. Howard are very rare and practically impossible to find as he is an underground musician. He is now deceased, hence new free alternatives to his photos can no longer be created. The original image in his Wikipedia article could not serve as a great illustration for his appearance due to the angle of the camera, the lighting, and Rowland's ill health at the time of shooting. Therefore I believe this image could give the reader a better idea of Rowland's appearance.
Minimal use (WP:NFCC#3)	This image serves as an illustration of Rowland in his later stage of life, which is necessary for the article. The resolution is just nice in showing his features clearly.
Respect for commercial opportunities (WP:NFCC#2)	The owner of this photo is Genevieve McGuckin, Rowland's partner. She is a musician and shares photos of Rowland on social media in memory of him. Using it in a Wikipedia article will not compete or harm Genevieve's commercial opportunities.
