Someone knows where this person is, the fact that law enforcement does not know where this person is, is of no consequence when the March 23, 2007 Wikimedia Foundation Licensing policy resolution clearly does not allow a fair use claim for portraits of living persons. - The policy resolution says that the "... EDP may not allow material where we can reasonably expect someone to upload a freely licensed file for the same purpose, such as is the case for almost all portraits of living notable individuals." I don't think that we can reasonably expect for someone to upload a picture of him. I have some trouble believing that some members of Los Zetas would be caring enough to upload a picture of one of their bosses on Wikipedia; I also find it troubling to think that a random person can just come up to him and take a picture.
- In addition, if you read WP:MUG, it says that mug shots of living people are acceptable if not used out-of-context. I am using the mug shots with care, too. Template:Ir-Mugshot. ComputerJA (talk) 09:07, 7 February 2013 (UTC)
- It is reasonable to assume that since this person is still living someone might upload a free image, just because the person is or might be hard to find or might not want such a picture taken does not change that. LightGreenApple talk to me 19:33, 7 February 2013 (UTC)
- It's certainly possible that someone may upload a free image of him on Wikipedia, but I wouldn't consider it reasonable, specifically for the reasons I provided above. Besides, there are several other articles that use the Template:Ir-Mugshot to upload pictures of criminals that are at large or imprisoned (see here). Don't know what the problem is. - I don't know how hard it would be to locate this person to take a photo of him, but non-free photos of living people are often permitted if the person is in prison or is hiding at an unknown location. --Stefan2 (talk) 15:06, 8 February 2013 (UTC)
- I'd say it is pretty hard, considering that he's a member of Mexico's most dangerous criminal organization. He's been a fugitive since 1999, presumed dead in 2007, and in an unknown location. A non-free image is acceptable for this person. ComputerJA (talk) 03:43, 9 February 2013 (UTC)
