Fair use rationale for Seung-Hui Cho
[edit]- This is one of the only known images of Cho Seung-hui, a public figure. Officials have provided this official photo of Cho Seung-Hui, the man law enforcement officials identify as the killer at Virginia Tech. Cho was a 23-year-old student from South Korea, who lived on campus.
- Including the image adds significantly to the articles on Seung-Hui Cho because it identifies the perpetrator.
- As Cho is now deceased, obtaining a free image will probably be impossible.
- This photograph was released by the Virginia State Police, the original source credited by the numerous news organizations publishing the image. Therefore, the usual reason for not using photos from news organizations (avoiding direct competition, which could jeopardize fair use) does not apply here.
