The stamp is believed to be in the public domain, as it is nearly 150 years old. Also, it is a work of the then government of India. The scan is made at low resolution. The image would otherwise be unobtainable. This is believed to be fair use, as well, as it is for educational purposes and no pecuniary consideration is involved. [referring to image of a red Scinde Dawk, 1852] This is PD actually - not even a really exotic interpretation of copyright law could keep any 19th-century stamp out of the public domain.
