I believe this image qualifies as fair use in the article Minamata disease compensation agreements of 1959 because:
- the photograph succinctly illustrates fishing in Minamata during the period
- the historic photograph cannot be reproduced
- the image is of low resolution and will not damage the copyright value of the original photograph
