I believe this image can be considered as fair use on the article Neil Horan as it is of a reduced resolution to which it was originally broadcast, it does not cause the copyright holder, FOM, financial loss as a result of being on the non-profit Wikipedia website and no freely licensed alternative is available, as FOM claims copyright on all photos and recordings taken at the British Grand Prix.
