Richard Juliano is the former deputy campaign manager of former Illinois Republican Governor George Ryan, who was later convicted of multiple federal felonies including bribery, extortion, and racketeering.

Juliano pleaded guilty to charges relating to the licenses for bribes scandal which felled Ryan, as well as his former Chief of Staff, Scott Fawell. Juliano later testifeid at Fawell's trial.[1]
