Civilians vs Militants[edit]

I'm seeing that the casualties list 35 civilians. I'm wondering how we distinguish between a civilian and a "militant." This will become increasingly relevant, I believe, as so many conflicts now in the world do not involve nation state armies fighting against each other and instead involve an army versus some kind of violent ethnic, religious, or other identity movement. —Preceding unsigned comment added by 196.40.10.246 (talk) 21:16, 14 October 2007 (UTC)[reply]
