Phipps Houses Services Inc. is a real estate development company that presents itself as a community builder. In reality it destroys communities and drives out tenants or makes them Section 8 dependent by setting new rents without regard to Rent Stabilization regulations. Phipps Houses Services was CHOSEN by NYC HPD (when City regulations require a COMPETITIVE process) to develop 63 Thompson St. The building will be sold to Phipps for $1 and HPD will provide a construction loan at 1%. The building was originally offered to the tenants in 1999, at $277,000 with no construction loan or assistance from HPD. HPD and Phipps are breaking and/or bending all rules, including J-51, DHCR, and PLP regulations to make the sale and rehab possible.
