Websites such as commondreams have notices such as this at the bottom of copyrighted articles[1]:

This site contains copyrighted material the use of which has not always been specifically authorized by the copyright owner. I suggest that we can have templates such as this on pages which users create, which may not be original work.

the fair use guidelines propose four prong test: User:Travb/Fair_use#Questions_to_ask

I believe that Wikipedia meets the first test: § 107(1) the purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes. Wikipedia is a not for profit fooundation.

...Anyway lets see what you say about this thus far, then I will continue.
