Rationale, discussion and results

Reason: Spammy user actively creating sockpuppet accounts and evading blocks. We need to find if this user has additional sockpuppets and ideally we'd block on the IP level to prevent future account creations.

Most users are stale, and what we have here is nearly Inconclusive. I think this has to be resolved by Stewards as crosswiki issue. --Krd 09:54, 25 June 2023 (UTC)
