List of bills sponsored by Barack Obama in the United States Senate is a compilation of legislation advocated by United States Senator Barack Obama in the 109th United States Congress and the 110th United States Congress. The bills offer a way to review the political positions of Barack Obama, who is a candidate and the presumptive nominee[1] of the Democratic Party in the 2008 U.S. Presidential election.
Summary
Obama has been described to have "sponsored 131 bills since Jan 4, 2005," of which 90% (118 bills) remain in committee (Average) and 2% (2 bills) have been enacted into law (Average, relative to peers).[2] These figures do not include bills to which Obama contributed very substantially as cosponsor, such as the Coburn-Obama Federal Funding Accountability and Transparency Act of 2006 or the Lugar-Obama Cooperative Proliferation Detection, Interdiction Assistance, and Conventional Threat Reduction Act of 2006, which were formally sponsored by Senators Coburn and Lugar, respectively. They also exclude amendments to other bills, although these in the Senate are not required to be germane to the parent bill and can therefore effectively be bills in their own right.[3] Obama has co-sponsored 619 bills during the same time period (Average, relative to peers).[2]
Review
The vast majority of bills introduced into the U.S. Senate are not acted on beyond being presented to a committee.[4] 90% (118 bills) of the bills sponsored by Obama remain in committee, which is average to peers for a U.S. Senator as is the enactment into law of 2% of sponsored bills.[5] The co-sponsoring 619 bills since Jan 4, 2005 is average to peers as well.[6]
The focus of legislation reflects his minority party appointments in Senate Resolution 6 of the 109th Congress to the Committee on Environment and Public Works, the Committee on Foreign Relations, and the Committee on Veterans' Affairs, and subsequent majority party appointments in the 110th Congress to the latter two committees and the Committee on Health, Education, Labor, and Pensions and the Committee on Homeland Security and Governmental Affairs.
