The Carbon War Room (CWR) is an international non-governmental organization (NGO) and think tank working on issues regarding market-based solutions to climate change. It was founded by Virgin Group CEO Richard Branson and Jigar Shah in 2009 and merged with the Rocky Mountain Institute in December 2014.[1]
