There is no consensus nor rules about this. In dubious cases I have usually added the cat/WP:WPET tag when a person has either born or died in Estonia, has Estonian parent(s) or been in a notable position in Estonia (university professor, for example). So I would say no, but others may disagree - and in any case, you can always be bold and add the stub marker anyway. -- Sander Säde 03:54, 24 October 2007 (UTC)[reply]
