By whose definition??? Locals, state electorate, or the US census. Historically nothing north of Lake Ponchartrain and west to the Mississippi River is part of New Orleans. This area was part of the West Florida Republic, NOT the LOUISIANA PURCHASE. Furthermore everything south,east,and west is not part of New Orleans only Jefferson Parish is considered part of the Greater New Orleans Metro area!! This area to this day is NOT considered by local or state government to be part of New Orleans. The idea that it is came from New Orleans Mayor Marc Morial as a way to reduce the cities overall crime rate per capita!!!
