"Passenger list" of the 2010 Polish Air Force Tu-154 crash (scan in PDF) has 89 items with #43 whited-over for presidential aide Zofia Kruszyńska-Gust who fell sick and didn't fly; 8 bodyguards are marked with a cross but ninth, female Agnieszka Pogródka-Węcławek is missing and was later mistakenly listed among the crewmembers who were actually only 7.
A flight manifest is a list of passengers (or in the case of a cargo flight, parcels) and crew of an aircraft compiled before departure based on flight check-in information. It is securely guarded to protect passengers' privacy.
